Maximizing Participation Program (MPP)
MPP provides intensive case management and other supportive services to families who receive TANF. The Philadelphia County Assistance Office (CAO) refers TANF recipients to MPP because they have medical exemptions from TANF work requirements, are caring for family members at home, are facing domestic violence and/or have remained on TANF beyond the federal five-year limit. The goal of MPP is to remove barriers to self-sufficiency, which may include ameliorating language barriers, physical or behavioral health problems, or needs of family members which preclude outside activities. A major emphasis is placed on helping appropriate clients obtain SSI.
MPP emphasizes collaboration and coordination with public systems and services using a team-centered approach. MPP collaborates with local systems and providers including the Department of Behavioral Health, the Department of Human Services, the Office of Vocational Rehabilitation (OVR), the Philadelphia School District, housing agencies, physicians, client advocates and others as needed.
MPP provides whole family case management. This includes advocacy and case management for children who may need or be involved with behavioral health services, special education, juvenile justice or the Department of Human Services. It is critical to address all issues which may have an impact on the welfare to help the TANF recipient attain self-sufficiency.
MPP works closely with the Philadelphia CAO, exchanging information to help track clients’ progress to self-sufficiency, and the State Department of Public Welfare’s Bureau of Employment and Training Programs for policy guidance.
MPP is organized into teams of Coordinating Case Managers and a Coordinating Case Manager Aide. Each team is supervised by a Clinical Manager who offers individual and group supervision. MPP Case Management staff participates in ongoing training to assure that they are skilled in all aspects of practice including assessment, positive strategies for engaging clients, maintaining positive relationships and encouraging progress toward self-sufficiency.
MPP includes a Data Assurance Department which is responsible for meeting the State’s reporting deadlines, the development and management of an internal data system, used to guide case management practice, and working with several state data bases. Meeting the state reporting requirements are necessary because MPP data may determine clients’ continued eligibility for TANF.
The clients represent a diverse population. They include African Americans, Caucasians, Hispanics, Vietnamese, Cambodians, Africans and members of other groups. MPP staff reflects the diversity of the client base and are able to communicate in a culturally and linguistically competent manner with the program’s clients.
PMHCC provides all necessary support including fiscal, information, human resources and facilities services. |
